American Indian Vocational Rehabilitation Services

Goal 8: To improve employment outcomes of American Indians with disabilities who live on or near reservations by providing effective tribal vocational rehabilitation services.
Objective 1 of 1: ENSURE THAT ELIGIBLE AMERICAN INDIANS WITH DISABILITIES RECEIVE VOCATIONAL REHABILITATION SERVICES AND ACHIEVE EMPLOYMENT OUTCOMES CONSISTENT WITH THEIR PARTICULAR STRENGTHS, RESOURCES, ABILITIES, CAPABILITIES, AND INTERESTS.
Indicator 8.1.1 of 3: Number of eligible individuals who receive services under the program: The number of American Indians with disabilities who receive services under the American Indian Vocational Rehabilitation Services program will increase.

Status: Target exceeded. The performance of 2000 was exceeded and the target for 2001 was exceeded.

Explanation: In FY 2001, 4,473 individuals were served by the 64 Tribal VR agencies that were in operation that year. This number is an increase over past performance and more than the target set for that year. The increase in the number of individuals served can be attributed to the increase in the number of Tribal VR agencies operating and an increase in the average number of individuals served per agency.

Limitations: Data are self-reported and not standardized. Prior to the Rehabilitation Act Amendments of 1998, the Department did not have clear authority to collect routine performance data and very limited information was available on the operation and performance of these projects.

Improvements: The Rehabilitation Services Administration (RSA) is developing a standardized data collection and reporting system that is expected to be implemented for 2002 data. The first comprehensive evaluation of the American Indian Vocational Rehabilitation Services program was initiated in 1999 under section 14 of the Rehabilitation Act. The final report is in the final stages of completion and should be useful in understanding the many variables that affect program performance.

 
Indicator 8.1.2 of 3: Number of eligible individuals who achieve employment outcomes: The total number of American Indians with disabilities who exit the program after receiving vocational rehabilitation services under an individualized plan for employment and achieve an employment outcome will increase.

Explanation: Continual growth in the numbers of projects in operation in recent years has contributed to the program assisting more American Indians with disabilities to achieve more employment outcomes. In addition, cross-training and resource coordination through annual conference and cluster training sessions have added to program effectiveness. RSA monitoring and technical assistance have reinforced the projects' abilities and expertise in provision of vocational rehabilitation services to Am. Indians.

Status: Target exceeded. In FY 2001, the program exceeded the performance target and established a program high for success rate.

Explanation: In FY 2001, approximately 65% of American Indians with disabilities receiving services achieved an employment outcome. This outcome rate has increased annually since 1998. In 1998, the project period increased from3 to 5 years, providing more program stability. As a result, the program and its grantees have matured and the projects have been able to improve their effectiveness.
