Goal 9: Help students reach the national education objective of mastering one or more foreign languages.
Objective 1 of 2: IMPROVE FOREIGN LANGUAGE PROFICIENCY OF STUDENTS SERVED BY THE FOREIGN LANGUAGE ASSISTANCE PROGRAM (FLAP).
Indicator 9.1.1 of 1: Increased student achievement: The percentage of students participating in Foreign Language Assistance Program (FLAP)-supported instruction who demonstrate educationally significant progress toward achieving communicative language proficiency will increase annually.

Status: Positive movement toward target. Analysis of data delayed.

Explanation: Due to a combination of grantee and government delay in getting complete data and evaluations to the contractor (accomplished Feb. 8), OELA requested a no-cost explanation to these task orders until September 30, 2002.
