SEC. 421. DEFAULT REDUCTION PROGRAM

The heading for subsection (b) of section 428F (20 U.S.C. 1078-6) is amended by striking `SPECIAL RULE' and inserting `SATISFACTORY REPAYMENT ARRANGEMENTS TO RENEW ELIGIBILITY'.
