Projected State Allocations for FY 2003 Grants Under the Carl D. Perkins Vocational and Technical Education Act (Perkins)

SUBJECT:   Projected State Allocations for FY 2003 Grants Under the Carl D. Perkins Vocational and Technical Education Act (Perkins)

I am pleased to provide you with estimated FY 2003 state allocations, for which funds will become available on July 1, 2003, under Title I (Vocational and Technical Education Assistance to States) and Title II (Tech Prep Education) of the Carl D. Perkins Vocational and Technical Education Act (Perkins). These figures will be posted to our website shortly, http://ed.gov/about/offices/list/ovae/. Please share these figures with your secondary or postsecondary counterparts, fiscal partners, and other appropriate individuals within your state.

With regard to distribution of secondary funds under section 131(b) of Perkins, the data for the age cohort 15 through 19-as required under statute-will not be available for FY 2003. As in years past, we will accept funding distribution formulas based on one of the following alternatives:

  • The Census Bureau's estimate of the relative number of children in poverty aged 5 though 17 who reside in each school district, in lieu of the data specified by section 131(b)(2); and
  • Either enrollment or "membership" data compiled by the National Center for Education Statistics (NCES) or the Census Bureau's estimate of the number of individuals aged 5 through 17 who reside in each school district, in lieu of the data specified by section 131(b)(1).

Updated Census data, reflecting 2001-2002 school district boundaries, must be used in FY 2003 funding distribution formulas. This data will be available in mid-May and may be accessed at http://www.census.gov/. Meanwhile, for planning purposes, you may use the current 1999-2000 data now available on this site. Updated NCES data may be accessed at http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2006155.

I regret the delay in the availability of these figures and hope that your planning for the upcoming program year may now proceed smoothly.
