    Computer Security

    Congressional Processes

    • The Government Affairs Institute at Washington, DC's Georgetown University provides education and training about Congressional process, organization, and practices, and about selected legislative policy issues. This site provides a course catalog and information about the Congressional Fellowship Program. It also contains registration information and forms.

    • The Brookings Institution's Center for Public Policy Education in Washington, DC, offers executive programs to educate senior managers in business and government about global and domestic policy trends and issues, the U.S. policymaking process, and governmental operations. The site also provides information about the LEGIS Fellows Program.

    • TheCapitol.Net, a private firm, is the exclusive provider of Congressional Quarterly Executive Conferences. It offers courses on the legislative process, federal budgeting, conducting legislative research, and working with congressional documents.  A catalog of other programs, including media relations training, is available.

    • CPR and First Aid Training is available from the American Red Cross, local hospitals, and through private companies.

    Ethics

    • The DOJ Departmental Ethics Office and the Office of Government Ethics (OGE) offers a variety of ethics training workshops and seminars to agency ethics officials that focus on applying the standards of ethical conduct, criminal conflict of interest statutes and the financial disclosure regulations in their day-to-day work.  Web-based training courses on position misuse and gifts along with a list of other agency web-based courses are also available.

    Federal Training Issues

    • The Personnel Staff's Research Index has links for training law, regulations, and guidance.

    • OPM's Training and Management Assistance offers services for developing training and human resource solutions for government agencies through an expedited contracting process.

    • The National Academy of Public Administration is an independent, nonpartisan organization chartered by Congress to assist federal, state, and local governments in improving their effectiveness, efficiency, and accountability. For more than 30 years, the Academy has met the challenge of cultivating excellence in public management and administration.

    • "E-Learning:  Conforming to Section 508" provides guidance to training professionals on conforming to Section 508 when purchasing e-learning.

    • The requirements for Federal training administration are contained in the Office of Personnel Management's training regulations in Title 5, Part 410 of the Code of Federal Regulations.  This information is from the Government Printing Office Web site.

    • The criteria for the systematic training and development of federal executives, managers, and candidates are contained in the Office of Personnel Management's regulations in Title 5, Part 412 of the Code of Federal Regulations.  This information is from the Government Printing Office Web site.

    • The Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) was tasked with leading a collaborative effort to harness the power of information technologies to modernize structured learning.  Through the sponsorship of the OUSD P&R, the creation of the Advanced Distributed Learning (ADL) Initiative was formed as a developer and implementer of learning technologies across the Department of Defense (DoD).
    • Information on current Federal training technology initiatives is available at the Office of Personnel Management's Learning Technology Theater.  The site includes information on demonstration projects and Executive Order 13111, "Using Technology to Improve Training Opportunities for Federal Government Employees."

    • The Human Resource Development Council site contains training resources, articles, and research on Federal training. This site, supported by Federal agencies, contains links to professional organizations including the American Society for Training and Development, the International Society for Performance Improvement, and the Society for Human Resource Management.

    Financial Management in Government

    • Treasury Agency Services offers financial management courses. The Education Branch provides information on current courses, events, and financial certification programs.

    • The U.S. Chief Financial Officers Council (CFOC) is an organization of the CFOs and Deputy CFOs of the largest Federal agencies, senior officials of the Office of Management and Budget and the Department of the Treasury who work collaboratively to improve financial management in the U.S. Government. The CFOC web site contains information on developmental events and the Council's Fellows Program.

    Foreign Language Training

    • The Foreign Service Institute provides more than 500 courses, including some 60 foreign language courses, to more than 30,000 enrollees a year from the State Department and more than 40 other government agencies and the military service branches.

    • The International Center for Language Studies (ICLS) in Washington, DC is private organization that provides foreign language and English as a Second Language courses.

    • The Limited English Proficiency web site provides information and guidance to Federal agencies on implementing Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency".

    Health and Safety

    • The Occupational Safety and Health Administration (OSHA) provides training to Federal agencies on health and safety issues.

    Human Resource Courses

    • The Graduate School has a Human Resource Curriculum to prepare mid-level HR professionals to be future HR leaders.

    Information Technology

    • The CIO University is a virtual consortium of universities which offers graduate level programs that directly address the executive core competencies adopted by the Federal Chief Information Officers (CIO) Council.  Courses on leading information technology programs are aimed at Senior Executive Service members, and GS-14s and 15s.

    • National Defense University's, IRM College offers a variety of programs for Federal agency IT professionals.

    Labor Relations

    • The Federal Mediation and Conciliation Service provides mediation and arbitration services to government agencies and through the FMCS Institute offers courses on negotiation, labor arbitration and mediation, and on preventing or responding to workplace violence.

    • The Federal Labor Relations Authority is an independent agency responsible for administering the Federal labor-management relations program. The FLRA offers training on rights and obligations under the Statute, relevant case law, regulatory filing requirements, arbitration and negotiability. The FLRA Office of the General Counsel provides training in labor-management partnerships, relationship building, interest-based negotiations and problem-solving, ADR design, labor relations strategic planning, and pre-decisional involvement.

    Legal Education

    • The American Bar Association Center for Continuing Legal Education has a list of 40 states that require mandatory continuing legal education (MCLE).

    Library Staff

    Office of Special Counsel

    • The Office of Special Counsel provides information on obtaining course materials and the certification requirements for agency whistle blower protection.

    Public Affairs, Policy, and Administration

    Records Management

    • Records management course information for Federal employees is available through the National Archives and Records Administration (NARA). A frequently asked questions page about NARA records management training provides links to courses offered by NARA and other organizations.

    Senior Executive Service (SES) and Leadership Development

    • Department of Justice-sponsored Executive Development Opportunities.

    • The Office of Personnel Management's SES Web page provides links to information on the Management Development Centers and the Federal Executive Institute (FEI). The site also links to the Executive Core Qualifications which describe the leadership skills needed to succeed in the SES.  FEI's Leadership for Results Program (Requires Adobe Acrobat Reader) integrates leadership and team training with work on actual organizational issues.

    • Current SES job vacancy announcements posted on the Office of Personnel Management's Web site.  Enter your current Federal status and submit to get current SES vacancies.

    • The Graduate School's Leadership Development Programs (LDA) offers several programs in leadership development for Federal employees.  This site provides information on Long Term Career Development Programs including the Aspiring Leaders Program, Congressional Fellowship Program, Executive Leadership Program for Mid-Level Employees, Executive Potential Program, New Leader Program, Leadership Effectiveness Inventory, and Programs for SES Candidates.

    • Harvard University's John F. Kennedy School of Government Executive Education Programs offer programs in Public Management, Executive Skill Development, and Policy Development, as well as courses available through distance learning from the JFK School.

    • The George Washington University School of Business and Public Management's Contemporary Executive Development Programs provide leadership training for managers and executives seeking to strengthen their ability to respond to the challenges of leading in the public sector. OPM's latest Executive Core Qualifications for SES candidates provides the framework for CED's curriculum. Program information and schedules for courses offered for GS-13 through SES employees are available at this site.

    • The Senior Executives Association (SEA) is a professional organization for career Federal executives.  This site provides information on SEA chapters, current development activities, and links to sites of interest to senior executives.

    • The Council for Excellence in Government offers a variety of leadership development programs aimed at bringing together individuals, institutions, and ideas in both the private and public sectors to develop creative leadership and management in government.

    Department of Justice Workforce Statistics

    The Employment Fact Book that is compiled by the Human Resources Systems Integraion and Analysis Group provides summary fiscal year information concerning selected characteristics of the Department of Justice workforce. The information at this site provides profiles of the DOJ onboard workforce, accessions, and separations.

    Federal Employment Statistics

    The FedScope site provides information on the entire Federal workforce. This site is maintained by the United States Office of Personnel Management.

    United States Employment Statistics

    The Bureau of Labor Statistics (BLS) is the principal fact-finding agency for the Federal Government in the broad field of labor economics and statistics. BLS compiles and provides employment and labor turnover statistics for the U.S. workforce.
