NEW FEDERAL STIMULUS ANNOUNCEMENT - REVISED FEBRUARY 20, 2009 - (please read)

SUBJECT:   Virginia Clean Water Revolving Loan Fund – Special Solicitation of Applications for FY 2009 Federal Stimulus Funds

On behalf of the State Water Control Board (SWCB), we are pleased to announce a special solicitation of applications for financial assistance from federal stimulus funds through the Virginia Clean Water Revolving Loan Fund (VCWRLF). VCWRLF applications are being solicited for projects that involve improvements to publicly-owned wastewater collection and treatment facilities. In order to be eligible for this special funding, you must complete and submit the VCWRLF Stimulus Application located on our website www.deq.virginia.gov/cap/filedown.html
 
We anticipate that the SWCB will have approximately $78 million in funds available for distribution to local governments from the federal stimulus package. Certain aspects of this special funding differ from the normal VCWRLF program, including the following:
 
1)      At least 50% of the funds must be distributed in the form of principal forgiveness, negative interest loans, and/or grants. We hope to use this opportunity to advance high value water quality projects which are ready to proceed but are unable to progress without special funding.
 
2)      The intent is to direct this funding to projects that are in an advanced stage of readiness to proceed, so ranking priority will be given to those projects. Also, the timeframes for our application submission and review process have been compressed substantially.
 
3)      Approximately $16 million of these funds must go to projects that address water or energy efficiency and other green infrastructure objectives and the application form provides an opportunity for you to identify those aspects of your project. In particular, Virginia is interested in promoting water reuse through these projects.
 
4)      In addition to the regular requirements of the VCWRF, stimulus projects must also comply with the requirements of the Davis-Bacon Act and Buy American Iron, Steel, and Manufactured Goods.
     
Four (4) completed applications must be overnight delivery postmarked (please do not use regular mail) no later than Monday, March 9, 2009 or hand delivered by 5:00 p.m. on March 9, 2009 and submitted to:

We plan to evaluate the applications received based on a modified version of the Board’s Yearly Loan Fund Distribution Criteria and Project By-Pass Procedures. A draft funding list will be available for public review by April 1, 2009 and a public meeting will be held on April 15, 2009 at the DEQ office in Richmond to receive comments. The final funding recommendations will be taken to the Board for final authorization at their meeting on April 27/28, 2009.
