Local governments are actively engaged in safeguarding America's
homeland and rural heartland. Many of the nation's major facilities that require
upgraded security include dams, power plants, chemical plants and weapon
stockpiles located throughout the immense areas of the nation's rural heartland.
Local officials need additional information and funding resources for planning emergency
preparedness, implementing, and managing higher security levels, providing
equipment and training for emergency first responders, and providing recovery
assistance. |

Funding and Program Assistance
Although the U.S. Department of Homeland Security funds most federal programs
available to assist local communities with security programs, some are located
at other departments. The federal programs supporting programs and

- Chemical Stockpile Emergency Preparedness Program (97.040) enhances emergency preparedness capabilities at each of the eight chemical agent stockpile storage facilities (AR, CO, IL, IN, KY, MD, OR, UT, WA).
- Citizen Corps (97.053) assists efforts to expand Citizen Corps and a wide range of volunteer groups in activities that enhance individual, community, and family preparedness and to contribute to the
strengthening of homeland security
- Emergency Management Institute (EMI)_Independent Study Program (97.027) enhances public and selected audience knowledge of emergency management
practices among State and local and tribal government managers in response to emergencies and disasters.
- Emergency Management Performance Grants (97.042) assists the development,
maintenance, and improvement of State and local emergency management capabilities.
- Emergency Operations Centers (97.052) assists State and local efforts to improve their
capabilities to respond to emergencies or disasters including any that may be caused by terrorist attacks using conventional means or Weapons of Mass Destruction (WMD).
- Hazardous Materials Assistance Program (97.021) provides technical and financial assistance through the States to support State, local and Indian tribal governments in oil and hazardous materials emergency planning and exercising.
- Interoperable Communications Equipment (97.055) provides funding to jurisdictions across the nation for demonstration projects on uses of equipment and technologies to increase communications interoperability among the fire service, law enforcement, and emergency medical service communities.
- National Dam Safety Program (97.041) encourages the establishment and maintenance of effective State programs intended to ensure dam safety.
- Pre-Disaster Mitigation (97.047) provides States and communities with a much needed source of pre-disaster mitigation funding for cost-effective hazard mitigation activities.
- State and Local All Hazards Emergency Operations Planning (97.051) supplements and assists State and local efforts to prepare themselves to respond to emergencies or disasters including any that may be caused by terrorist attacks.
- State and Local Domestic Preparedness Exercise Support (97.006) enhances the capacity of State and local first responders to respond to a Weapons of Mass Destruction (WMD) terrorism incident by providing support for the planning and conducting of exercises at the National, State, and local levels.
- State and Local Domestic Preparedness Technical Assistance (97.007) enhances the capacity of State and local first responders to respond to a Weapons of Mass Destruction (WMD) terrorism by providing assistance to States and local units of government in developing, planning, and implementing a program for WMD preparedness.

- Regional Information Sharing Systems (16.610) enhances the ability of the state and local criminal justice agencies to identify, target, and remove criminal conspiracies and activities that span jurisdictional boundaries.
- State and Local Anti-Terrorism Training (16.614) provides delivery of specialized, multi-agency anti- terrorism preparedness training. This training, along with related research, law enforcement intelligence, operational issues development, and technical assistance support activities, is delivered to state and local law enforcement and prosecution authorities. While state and local law enforcement preparation and readiness issues addressed in this project are tailored to interventions in domestic terrorism, major portions of the program's preparedness and operational readiness outcomes are equally applicable to any terrorist threat or incident whether domestically or internationally inspired.

- Office of Research and Development Consolidated Research/Training (66.511) supports research and development to determine the environmental effects of air quality, drinking water, water quality, hazardous waste, toxic substances, and pesticides; (2) identify, develop, and demonstrate effective pollution control techniques; and (3) perform risk assessments to characterize the potential adverse health effects of human exposures to environmental hazards, and (4) the facilitation of training and fellowships in these areas.
- Water Protection Grants to the States (66.474) assists States, Territories, and possessions of the United States with critical water infrastructure protection.
