PBS&J Constructors (Constructors) serves as the construction manager at risk for the preconstruction and construction phases of Pinellas County’s Gulf Boulevard roadway and utility project. Located on a narrow barrier island, this 3-mile project consists of several complex and interrelated phases involving multiple public and private stakeholders.
The work includes roadway reconstruction in conjunction with a new storm drainage system that features permeable asphalt on the bicycle and pedestrian paths. The porous texture of the material facilitates better stormwater management by allowing runoff to drain through to the subsurface where it is trapped and piped to sewer drainage systems. This process improves filtration and removal of pollutants from runoff. In addition to the storm drains, the project includes reclaimed water lines, sanitary sewer facilities, and potable water lines, as well as the reconstruction of the seawall along the “Narrows.” The work is being completed within a limited 40-foot-wide right-of-way, while maintaining safe and efficient traffic for motorists and pedestrians.
Constructors is responsible for the entire process, including subcontractor selection, project schedule, and safety. During the preconstruction phase, Constructors provided value engineering and constructibility reviews, as well as a complete resequencing of the traffic control plans which dramatically reduced the anticipated construction duration. Constructors also completed the SEP-14 process to secure federal funding and completed a Local Agency Program agreement between the Florida Department of Transportation and Pinellas County.
Due to this project’s impact on local businesses and residents, Constructors has instituted a proactive public relations campaign that includes town meetings, speaking engagements, and a “public space” in the field office where members of the community can review the plans and construction photos.
