OLESEM Information
Sharing Division

Gary Van Horn

The Information Sharing and Analysis Division (ISAD) is responsible for ensuring that essential information is shared with those who have a need to know within and outside of the Department. The ISAD develops and implements Departmental policies and procedures that affect the collection, analysis and dissemination of information. The ISAD coordinates a weekly Intelligence Community briefing for the Secretary and focuses on intelligence matters affecting the mission of the ISAD, which is accomplished through extensive secure and open-source communications systems. We are customer oriented and performance driven.  The ISAD operates within several Secure Compartmented Information Facilities (SCIFs) that allow authorizes users access to highly classified material and an ability to collaborate within a large information sharing environment.  The ISAD represents the Department on the Information Sharing Council, under the Director of National Intelligence, and maintains a liaison position at the National Counterterrorism Center.  The ISAD serves as the principle point of contact with the intelligence agencies such as the Federal Bureau of Investigation, the Central Intelligence Agency, the National Security Agency, the Defense Intelligence Agency and the Department of Homeland.  Essential interdepartmental communication is accomplished through extensive information sharing networks and the Department's 24/7 Watch Office.

Watch Office

The Watch Office, which operates around the clock, provides timely reporting on critical information and serious incidents that impact the Department's responsibilities across the United States. It effectively coordinates with the law enforcement, emergency management and security demands placed on the Department as a result of additional homeland security responsibilities and serves as a resource to all bureaus and offices, as well as other cooperating agencies. The Watch Office produces and distributes various alerts, bulletins, advisories and coordinates the immediate exchange of nationwide law enforcement or emergency management information developed by the bureaus. The Watch Office is customer-driven and provides critical services to Department and bureau leadership, law enforcement, security managers and emergency management. The Watch Office also collects and disseminates the Uniform Crime Report (UCR), coordinates with the FBI on the issuing and recording of ORI's (Originating Agency Identifiers) for the Department.
