Site Assessment and Remediation Projects

Duval County Drycleaner Facility - Duval County, FL

Project Type: Phase II ESA, CAP, CAR, RAP, NAMP

Chlorinated solvent delineation, cleanup, and Natural Attenuation Monitoring.  A Phase II Environmental Site Assessment (ESA) identified tetrachloroethene (PCE) impacted soils above applicable state of Florida standards extending approximately 140 feet in length and approximately 40 feet in width.  Chlorinated solvent and petroleum impacted groundwater above applicable regulatory guidelines were also detected on the property. 
                                               
ESI prepared a Contamination Assessment Plan (CAP) that was approved by the Florida Department of Environmental Protection (FDEP), and completed the subsequent soil and groundwater sampling.  An Interim Remedial Action (IRA) plan was designed for the removal of on-site chlorinated impacted soils and to remove any encountered groundwater during the excavation. 

An initial excavation of 40-feet in width, 60-feet in length, and 7-feet in depth was conducted.  ESI utilized a mobile laboratory to test samples on-site during the soil excavation and based on the results the excavation was extended to an additional 7-foot by 10-foot area and to a depth of 12-feet bgs.  Confirmatory soil samples were collected from the excavation base and sidewalls.  Results indicated impacted soils had been successfully removed.  A total of 463.39 tons of impacted soils were removed for off-site disposal from the excavation pit and a total of 11,100 gallons of impacted water was removed by vacuum tanker truck for off-site disposal.  

Based on remaining concentrations of chlorinated solvents present in the groundwater, along with regional and site-specific geochemical groundwater characteristics, a localized area and barrier treatment approach was implemented at the site a Remedial Action Plan (RAP) was designed for bioremediation of the on-site groundwater using the injection of a Hydrogen Release Compound (HRC).  A total of 1,040 pounds of HRC material was injected into 25 injection points to enhance in-situ biodegradation of the noted contaminants via lactate release, hydrogen production, and subsequent, accelerated reductive dechlorination.

The site is currently under Monitoring for Natural Attenuation and upon completion of two (2) consecutive quarters of monitoring during which all collected groundwater samples exhibit chlorinated solvent levels below their applicable State of Florida cleanup target levels, a Site Rehabilitation Completion Report will be submitted with request for No Further Action Status.  ESI anticipates the Site Rehabilitation Completion Report will be submitted within one year.
