Beach Boulevard Drycleaner Facility

Project Type: Phase II ESA, CAP, CAR, RAP

This Drycleaner Facility is an active dry cleaning operation located in Jacksonville, Duval County, Florida. ESI completed a Phase II ESA to assess for the presence or absence of dry cleaning solvent impacts at the site. Soil and groundwater impacts from the chlorinated solvent tetrachlorethene (PERC) and its known breakdown products were identified. ESI prepared a Contamination Assessment Plan (CAP) that was approved by the Florida Department of Environmental Protection (FDEP), and completed the subsequent soil and groundwater sampling and resting outlined in the CAP. A Remedial Action Plan (RAP) was designed for bioremediation, but the results of additional sampling and testing indicated the potential for in situ bioattenuation with source removal. ESI re-evaluated three remedial action alternatives based on additional pre-RAP sampling and prepared a remedial action narrative in a RAP addendum for implementation. 

Observed biodegradation indications from additional pre-RAP geo-chemical sampling and analysis at the site confirmed monitoring only for natural attenuation to be the most cost effective alternative to achieve cleanup goals.  Based upon a straight-line biodegradation rate utilizing pre-RAP data, it appeared as if the groundwater of the site would meet regulatory criteria in one to one and a half years. ESI implemented the RAP activities of source removal and monitoring of natural attenuation and the site achieved No Further Action (NFA) Status from the FDEP within one year.
