The Office of Civil Enforcement (OCE) Divisions have the following responsibilties in common:
- Planning and setting priorities for enforcement activities;
- Developing national enforcement policy and guidance;
- Developing and prosecuting administrative and civil judicial cases;
- Providing legal and technical support and advice for Regionally-initiated cases and investigations;
- Directly implementing and enforcing federal programs, i.e., those where there are no EPA-authorized state programs;
- Participating in Agency rule-making to ensure that regulations contain clear and enforceable provisions;
- Implementing effective communication to alert regulated entities to potential compliance problems; and
- Managing and responding to Contressional, General Accounting Office (GAO) and Inspector General (IG) inquiries.
OCE accomplishes these functions through its four divisions:
- Air Enforcement Division (AED)
- Special Litigation and Projects Division (SLPD)
- Waste and Chemical Enforcement Division (WCED)
- Water Enforcement Division (WED)

The Air Enforcement Division (AED), Office of Civil Enforcement, is responsible for judicial and administrative enforcement activities under the Clean Air Act (CAA). AED ensures the enforceability of rules promulgated under the Clean Air Act, including the 1990 Amendments. The Division provides national direction and leadership, in case selection, case development, and resolution and appeal of civil judicial and administrative enforcement actions pursuant to its statutory authorities.
AED's Mobile Source Program enforces fuels and emissions rules for all engines and vehicles nationwide. The Stationary Source Program serves as the lead for cases developed by headquarters-managed programs, including new source review, air toxics, title V, acid rain, and stratospheric ozone protection. AED provides:
- Technical, scientific and engineering support, through experts or contracts, to the development and pursuit of enforcement actions;
- Participation in and management of case negotiations, preparation of litigation and settlement documents, and development and presentation of the government's cases in administrative and court proceedings and on administrative or judicial appeals;
- A focal point for the coordination of air enforcement issues with the Department of Justice, the EPA's Office of General Counsel and other EPA offices.
Special Litigation and Projects Division (SLPD):

The Special Litigation and Projects Division (SLPD) is responsible for developing, managing and promoting multimedia and novel enforcement approaches to address complex and emerging environmental problems. SLPD:
- Develops and prosecutes national multimedia enforcement cases, emphasizing whole-facility, sector-based and/or geographical approaches;
- Provides legal, technical and policy support to assist the Regions in bringing multimedia enforcement cases;
- Promotes the use of the Audit Policy to address noncompliance in specific sectors, on a corporate-wide basis and at newly acquired companies and facilities;
- Develops guidance and policy in a number of cross-cutting policy areas, including the Audit Policy, the Supplemental Environmental Projects (SEPs) Policy, and policies and models aimed at recouping the economic benefit gained as a result of violators' failure to comply; and
- Supports all of the Office of Civil Enforcement (OCE) in budget formulation and execution, contracts management, personnel actions and other administrative functions.

The Waste and Chemical Enforcement Division (WCED) provides national direction for enforcement activities that includes developing and litigating civil and administrative enforcement cases, and providing technical, legal and policy support to EPA regional offices when implementing these priorities. WCED ensures that nationally significant issues in regional administrative and civil judicial cases are managed, litigated and resolved in a manner consistent with national policy. The division also participates with other offices in developing enforceable regulations and policies that ensures compliance with these programs.

The Water Enforcement Division (WED) provides national direction and leadership in case selection, case development, and resolution of civil, judicial, and administrative enforcement actions, pursuant to its various statutory authorities.
WED provides technical, legal and policy support on Regional civil judicial and administrative enforcement actions. The Division participates with other offices in developing enforceable regulations and policies that will ensure compliance with these programs. The Division also develops and implements various enforcement initiatives and ensures that nationally significant issues in administrative and civil judicial cases are managed, litigated and resolved in a manner consistent with national policy.
