Clay County Brownfields Corridor - Clay County, Florida

Project Type: Brownfields Redevelopment

ESI was selected in November 2008 by the Clay County Development Authority (CCDA) to facilitate Clay County’s Brownfields Redevelopment Program and the first EPA grant issued as part of this program ($200K) through 2011. ESI has teamed with Concurrent Technologies Corporation (CTC) to offer Brownfields Redevelopment services nationwide. CTC manages more EPA Region 4 grants than any other firm. 

The Project Team is providing the CCDA with a preliminary assessment of all parcels located within the vicinity of an approximate 3-mile corridor of US Highway 17 (145 parcels) and an approximate 4-mile corridor of State Road 16 (114 parcels) passing through the greater Green Cove Springs, Florida area.  The preliminary assessment includes site visits, review of historical/current uses and current regulatory status, interviews with local and state regulatory agencies, review of projects located in the subject area to identify potentially impacted sites, research of abandoned or underused properties, and consultation with all interested parties including the Brownfields Management Committee and the community at large.  The Project Team is categorizing each potentially impacted site as having “low”, “medium”, or “high” potential impacts on Site/Parcel data sheets in order to properly evaluate properties for Brownfields redevelopment. 

Additional tasks include Phase I and Phase II ESAs for high potential sites, Cleanup and Redevelopment Planning, Community Involvement, and setup and maintenance of a comprehensive and interactive GIS database and web interface that allows the CCDA, Brownfields Management Committee, potential investors, and the community at large track cleanup and progress through the life of the Redevelopment Program.
