THIS PAGE IS FOR TITLE IV SCHOOLS AND HOLDERS OF FEDERAL AND STATE AGENCY STUDENT LOANS ONLY

Your organization can sign up to receive payments electronically from the National Service Trust (the Trust) by taking the following steps. If you are an institution and have questions about the electronic payment process, please contact us at trustcomm@cns.gov. Please note that this email address is only for institutions that have questions about ACH/electronic payments; questions about members’ payments and accounts can be sent to edawardvoucher@cns.gov.

Decide within your organization which account you’ll use to receive National Service Trust EFT payments. If you are a small or centralized organization, you might have all your incoming Trust payments deposited into a single bank account, and then distribute the funds internally as needed. If you are a large organization (for example a system with multiple schools, a continuing education program or geographically dispersed campuses), you may maintain several accounts. Please determine the number of accounts to which our electronic payments should be sent. You should complete a separate form SF 3881 for each account.

  1. Communicate the new account data internally to your staff who prepare the Trust’s paperwork for payment requests. Your staff will continue to provide the Trust with payment instructions to ensure that funds are directed to the appropriate school location. This consistent approach to Trust payments will expedite payment times.
  2. Determine which method you will use to identify how to disburse payments from the Trust.

    a. Use the Treasury’s PAID system: This is a free service, offered by the U.S. Treasury, to facilitate EFT usage with U.S. agency vendors. With PAID, you can either receive additional information for each electronic transfer of funds into your account through an email which will contain remittance data, or you can go to the PAID website to view the data. Please see the PAID Q & A page and sign up for the service online.

    b. Ask your financial institution to provide you with the addendum information: Your bank is required to provide remittance data to you; consult your bank to learn whether it charges a fee for this service. To facilitate this method, the Trust will include “addendum information” with each payment to help you identify its purpose.

    The information that we provide to your bank and on the PAID website is the same. It includes: where the funds came from (The Corporation for National and Community Service); the amount of the payment; the last name, first initial of the former AmeriCorps member; and the purpose (whether the payment is for current educational expenses, for a loan repayment, or to repay the interest that accrued while the individual was serving in an AmeriCorps program).

  3. Print the form, complete it, and fax it to the Trust. Have your organization and financial institution fill out and fax the completed form to the National Service Trust at (202) 606-3484. We will contact you if we have additional questions. If you have additional questions, contact the Trust at trustcomm@cns.gov.

If you choose to maintain multiple accounts, please complete separate paperwork for each account. However, having your payments go into one account will minimize the number of incorrectly routed payments.

Instructions for Completing SF 3881 Form

  1. Agency Information Section - This section has been completed by the office of the National Service Trust at the Corporation for National and Community Service.
  2. Payee/Company Information Section - The school or loan holder prints or types the name and address of the institution where the ACH payment will be deposited, the federal taxpayer ID number, the appropriate contact person, and the contact person’s title, telephone number, and email address.

    After the Payee completes their section they should send the form to the financial institution where the payee’s account is located.
  3. FINANCIAL INSTITUTION INFORMATION Section -- The financial institution prints or types the name and address of the school’s or loan holder’s financial institution that will receive the ACH payment, the ACH coordinator’s name and telephone number, the nine-digit routing transit number, the depositor account title, and account number. Also, the box for the type of account should be checked and the signature number, title, and phone number of the appropriate financial institution official should be included.
  4. Please fax your completed form to the EFT Coordinator of the National Service Trust at (202) 606-3484.

The estimated average burden associated with this collection of information is 15 minutes per respondent or record keeper, depending on individual circumstances.
