Abolishment of Merced, CA, Nonappropriated Fund Wage Area
The Office of Personnel Management is issuing a final rule to abolish the Merced, CA,
nonappropriated fund (NAF) Federal Wage System (FWS) wage area and redefine the county
having continuing FWS employment (Fresno) as an area of application to the Kern, CA, NAF
wage area for pay-setting purposes. The remaining Merced wage area county (Merced) has no
FWS employment and is being deleted.

The Office of Personnel Management (OPM) is issuing interim regulations
governing Federal employee training. The regulations implement provisions
of the Federal Workforce Restructuring Act, dated March 30, 1994 and provisions of the
Federal Reports Elimination and Sunset Act of 1995, dated December 21, 1995;
incorporate former provisionally retained FPM Letters; and reflect OPM's
response to agency requests to restructure 5 CFR part 410.

change survey responsibilities for several appropriated fund Federal Wage System (FWS)
wage areas in recognition of shifting employment patterns among agencies and the need for
lead agencies to balance their wage survey workloads throughout the 2-year survey cycle.
