Definitions of Agreements



Challenge Cost-Share Agreements (CCS)

The USDA Forest Service (Forest Service) cooperaes with other parties to develop, plan, and implement mutually beneficial projects that enhance forest Service activities. Projects are financed with matching funds from cooperators. cooperators may be public and private agencies, organizations, institutions, and individuals.


Collection Agreements (CC)

The Forest Service may accept money, equipment, property, or products from non-Federal parties to perform research activities authorized by Federal statutory authorities.


Cooperative Agreements (CA)

The Forest Service transfers money, property, services, or anything of value to a recipient to support or stimulate research activities that benefit the public. Cooperative agreements require substantial Forest Service involvement.


Cooperative Research and Development Agreements (CRADA)

The Forest Service seeks to transfer Federally owned or originated technology to State and Local governments and to the private sector. The Forest Service may not transfer funding to non-Federal parties.


Grants

The forest Service transfers money, property, services, or anything of value to a recipient to support or stimulate research activities that benefit the public. Grants do not require substantial Forest Service invlovement.


Interagency Agreements (IA)

One Federal Agency provides nateruaksm supplies, equipment, work, or services for another Federal agency and is reimbursed.


Intra-Agency Agreements (IA)

One Forest Service unit provides materials, supplies, equipment, work, or services for another Forest Service unit and is reimbursed.


Memoranda of Understanding

Written plans between the Forest Service and other parties to document a framework for cooperation. Memoranda of Understanding are not used to exchange funds, property, service, or anything of value.


Participating Agreements (PA)

The Forest Service enters into cooperatively performed, mutally beneficial projects restricted to one of four specific areas: cooperative pollution abatement; cooperative manpower, job training, and development programs; development of publications of cooperative environmental education and forestry history materials; and forestry protection.


Research Cost-Reimbursable Agreements (RCRA)

The Forest Service Research units acquire goods or services from State Cooperative institutions, without competition, to conduct forestry research, extension, or teaching activities of mutual interest.


Research Join Venture Agreements (RCRA)

The Forest Service Research units cooperatively perform with other parties projects of mutual interest in forestry research, extension, or teaching activities. In these agreements, the Forest Service reimburses funds and/or provides scientific data.
