OET Bulletin Number 72 (July 2, 2002)
  • The ILLR Computer Program

  • This bulletin provides a detailed definition of the Independent Location Longley-Rice (ILLR) computer program established in Section 73.683(d) of the FCC rules as the means of predicting the broadcast television field strength received at individual locations. The Commission developed the ILLR Computer Program following the directions of Congress in the Satellite Home Viewer Improvement Act of 1999 (SHVIA). The program computes the predicted signal strength of analog television (TV) stations as received over-the-air at individual viewing locations. Individual locations where a network TV signal is below a certain signal strength level are eligible to receive the network broadcast as subscribers of satellite TV services. The program is used by Satellite TV service providers to determine whether particular TV network signals may be included in the package of channels delivered to individual subscribers. To facilitate use of the program by others, this bulletin provides details for installing the program on other computers.

OET Bulletin Number 71 (April 12, 2000)
  • Guidelines for Testing and Verifying the Accuracy of E911 Location Systems

  • This bulletin clarifies the application of the FCC's wireless Enhanced 911 (E911) rules. Those rules establish a program to ensure that when a wireless telephone caller dials 911, the 911 call center will know the caller's geographical location to help speed the dispatch of help to the scene of the emergency. The FCC's rules require that wireless carriers meet specific accuracy and reliability standards in reporting the location of 911 calls. This bulletin clarifies how the performance of location systems and equipment may be tested and verified for compliance with the accuracy rules.

  • Millimeter Wave Propagation: Spectrum Management Implications

  • Millimeter wave propagation has its own peculiarities. This paper reviews the characteristics of millimeter wave propagation, including free space propagation and the effects of various physical factors on propagation. It was created to provide an easy to understand reference explaining the characteristics of radio signal propagation at millimeter wave frequencies and their implications for spectrum management.

  • Evaluating Compliance With FCC Guidelines for Human Exposure to Radiofrequency Electromagnetic Fields

  • This revised OET Bulletin 65 has been prepared to provide assistance in determining whether proposed or existing transmitting facilities, operations or devices comply with limits for human exposure to radiofrequency (RF) fields adopted by the Federal Communications Commission (FCC). The bulletin offers guidelines and suggestions for evaluating compliance. However, it is not intended to establish mandatory procedures, and other methods and procedures may be acceptable if based on sound engineering practice.

OET Bulletin 63: (October 1993)
  • Understanding The FCC Part 15 Regulations for Low Power, Non-Licensed Transmitters

  • This bulletin has been prepared to provide a basic understanding of the FCC regulations for low power, unlicensed transmitters, and includes answers to some commonly-asked questions. This edition of the bulletin does not contain information concerning personal communication services (PCS) transmitters operating under Part 15, Subpart D of the rules. The FCC rules and regulations governing PCS transmitters may be found in 47 CFR, Parts 0 to 19. This bulletin also does not cover recent changes in the rules to accomodate devices operating above 40 GHz (millimeter waves). These changes will be discussed in later editions of this bulletin.

  • Understanding The FCC Regulations for Computers and other Digital Devices

  • This bulletin has been prepared to provide a basic understanding of the FCC regulations for digital (computing) devices, and includes answers to some commonly-asked questions. The information in this bulletin reflects the current rules and regulations governing digital devices. These rules and regulations are expected to change soon as a result of final action to be taken on the Notice of Proposed Rule Making (NPRM) adopted in ET Docket 95-19. In the NPRM, the FCC proposes to amend Parts 2 and 15 of the rules to deregulate the equipment authorization requirements for digital devices.

  • Multichannel Television Sound Transmission and Audio Processing Requirements for the BTSC System

  • This bulletin contains technical specifications for the BTSC System developed by the Electronics Industries Association, 2001 Eye Street, N.W. Washington, DC 20006. These specifications have been published pursuant to the Report & Order in BC Docket 21323 adopted March 29, 1984, and are guidelines for stations employing the BTSC system of Multichannel sound transmission and audio processing.
