                          MOTION OF THE
               UNITED STATES DEPARTMENT OF JUSTICE
               FOR LEAVE TO FILE OUT OF TIME


     The United States Department of Justice respectfully
requests leave to file, out of time, its comments in response to
the notice of proposed rulemaking (NPRM) in this docket.  The
Department was unable to file on time because of scheduling
conflicts that delayed review of the comments within the
Department.  The NPRM addresses important issues affecting
competition in the air transportation industry and acceptance of
the Department's comments will contribute to the development of a
complete record in this proceeding.  Accordingly, the Department
requests that DOT accept these comments out of time.
