International Programs Staff Directory and Responsibilities

Melvin Westbrook, Director, International Programs Division, provides overall directions, management and guidance to the division staff; formulates and recommends international policy and procedures; serves as advisor to the Chief of NRCS; represents the agency in planning foreign assistance programs with other agencies; and develops and maintains cooperative relationships with federal, State, and private agencies.

Herby Bloodworth, Program Analyst, provides staff support to the Director in making recommendations on policy and procedures and represents NRCS in planning international programs and maintaining cooperative relationships.

Marita McCree, International Program Specialist, provides administrative coordination for NRCS participation in international cooperation and development activities; manages the process for securing passports, visas, and clearances for international travel; and manages reimbursable agreements for International Programs.
