Community Facilities Programs
Our Community Programs staff administers programs
designed to develop essential community facilities for
public use in rural areas. These facilities include,
but are not limited too, schools, libraries, childcare, hospitals, medical clinics,
assisted living facilities, fire and rescue stations,
police stations, community centers, public buildings and
transportation.

Rural Business & Cooperative Programs
Rural Development's business program' s goal is to enhance the quality of life for rural Americans by providing leadership in building competitive businesses including sustainable cooperatives that can prosper in the global
marketplace. We meet these goals by:
- investing financial resources and providing technical assistance to businesses and cooperatives located in rural communities;
and,
- establishing strategic alliances and partnerships that leverage public, private, and cooperative resources to create jobs and stimulate rural economic activity.

Business
& Industry Guaranteed Loans are used to create jobs and stimulate
rural economies by providing financial backing for rural businesses. Businesses
apply to federal or state chartered approved banks, credit unions, savings and
loan associations and Farm Credit System institutions. The funds can be used for
most business purposes, except production agriculture, for acquisition, start-up
and expansion of businesses that create rural employment. Assistance is
available to businesses located in areas outside the boundary of cities of
50,000 or more and their immediately adjacent urban or urbanizing areas.

Intermediary
Relending Loans are available to public bodies,
non-profit corporations and cooperatives to finance business facilities and
community development projects in rural areas and incorporated places with a
population of fewer than 25,000 people. Rural Development makes loans to these
intermediaries that provide loans to the ultimate recipients to develop
community projects, establish or expand businesses, and create or save rural
jobs.

Rural
Cooperative Development Grants are available to
nonprofit corporations and institutions of higher learning to establish
operating centers for the development of rural cooperatives.

Rural
Business Enterprise Grants can assist public bodies
and nonprofit corporations help small and emerging private business enterprises
located in areas outside the boundary of a city of 50,000 or more and their
immediately adjacent urban or urbanizing areas. Individual small businesses are
not eligible to apply. Funds can be used to help these businesses by buying and
developing land, establishing a revolving loan fund, and constructing buildings,
access streets and roads, parking areas, utility and service extensions, etc.

Rural
Economic Development Loans are available to electric
and telephone utilities that were financed through the Rural Utilities program
to promote economic development and job creation in rural areas. The electric or
telephone utility can make loans to for-profit and non-profit businesses and
public bodies at zero percent interest for 10 years.

Rural
Economic Development Grants are available to electric and telephone
utilities financed through the Rural Utilities program to promote economic
development and job creation projects through the operation of a revolving loan
fund program. To establish the revolving loan fund, the utility is required to
contribute to the fund in an amount equal to 20% of the grant.

Rural
Business Opportunity Grants are
available to assist public bodies, non-profit corporations and cooperatives
finance technical assistance for business development and economic development
planning everywhere except cities of more than 50,000 and their contiguous or
adjacent urbanizing areas. Individual small businesses are not eligible to
apply. The grants can be used for activities such as leadership training,
business support and economic development plans.

Value
Added Producer Grants are
available to independent producers, farmer and rancher cooperatives,
agricultural producer groups and majority controlled producer-based business
ventures. The grants can be used for 1) planning purposes such as feasibility
studies or business plans and 2) for working capital to help start the
operations of a venture.

Rural Community Programs
Water
and Waste Disposal Loans and Grants
- Objective - Providing infrastructure for
rural areas
- Applicant - Public entities, and
non-profit corporations apply to Rural Development
- Uses - Build, repair, improve public
water systems, and waste collection and treatment systems, and other related
costs.
- Population - Rural areas and places with
up to 10,000 population
- Loan/Grant - Direct loan and grant
- Terms/Conditions - Interest rates are
set quarterly based on an index of current market yields for municipal
obligations. Repayment maximum 40 years. Grant funds may be available.

Solid
Waste Management Grants
- Objective - Provide technical assistance
and/or training to help communities reduce the solid waste stream
- Applicant - Non-profit organizations and
public bodies. Contact the Rural Development State Office.
- Uses - Provide technical assistance and
training to reduce pollution of water resources and improve management of
solid waste facilities, reduction of solid waste in streams.
- Population - Rural areas and places with
up to 10,000 population
- Grant
- Terms/Conditions - Projects funded based
on selection at National Level
Electric
and Telecommunication
- Objective - Provide financial aid
through direct and guaranteed loans
- Applicant - Non-profit and cooperative
associations, public bodies and other utilities. Contact USDA-RUS-Electric
Staff Division, STOP 1569, 1400 Independence Avenue SW, Washington, DC

- Uses - Generation, bulk transmission
facilities and distribution of electric power. Enhance 911 emergency
service, digital switching equipment, fiber optic cable
- Population - Rural areas
- Loan - Direct loan or loan guarantee
- Terms/Conditions - Interest rates are
established in accordance with 7CFR 17145
Distance
Learning and Telemedicine
- Objective - Development and deployment
of advanced telecommunication services throughout rural America
- Applicant - An incorporated entity,
including a municipal corporation or a for-profit or not for profit basis,
which operates, or will operate an educational institution, including a
regional educational laboratory, library, hospital, medical center, medical
clinic or any rural community facility Rural schools, libraries, health care
clinics and other organizations that operate educational or health care
facilities Application submitted to the RD National Office, Washington, DC
- Uses - Equipment for classrooms:
cameras, video monitors computers and LAN; and for physician consultation,
radiology, x-ray scanners and digital microscopes
- Population - Rural areas
- Loan/Grant - Direct loan and/or grant
- Terms/Conditions - Matching funds are
required
