I want to comply with Federal regulations regarding multicolor printing.

Because of the extra costs involved, Congress requires Federal agencies to provide justification for multicolor printing as well as other upgrades, such as the use of a separate cover on a publication of 32 or fewer pages, use of a hard cover or coated stock, etc.

USDA agencies are required to include on the AD-59 a justification statement for these types of enhancements. Approval by the OC Editorial Branch should be obtained before a manuscript is submitted for design or printing. Agencies may consult the Government Printing and Binding Regulations, issued by the Congressional Joint Committee on Printing, to determine if there is a justifiable need for color printing.
