and Accessibility Project (NEAAP) website. 

This website has not been updated since December 2003, however, it does provide a history of restructuring legislation prior to this date.

What is NEAAP?

NEAAP is a resource tool for anyone interested in the impacts of energy restructuring and energy market changes on low- and moderate-income households.  It is a consumer-oriented website featuring state-by-state overviews on the status of restructuring, news and analysis on consumer-related restructuring activity, consumer protections under restructuring, and details on energy programs available to all residential consumers, including the low income.

Who should use NEAAP?

  • Residential consumers with questions about the status of energy restructuring in their states (both electric and natural gas).
  • Residential consumers who are wondering about programs in their states that will help make their energy bills more affordable or make their homes more energy efficient.
  • Residential consumers trying to make sense of what’s happening with energy in their states, regardless of restructuring status.
  • Policy makers or energy providers wondering about the impacts of energy restructuring or energy market changes on the households they represent or serve.

In addition to the state-by-state overviews, NEAAP provides a detailed list of other restructuring-related websites, other sources of information such as national and state studies, a consumer-friendly glossary, and special in-depth studies and reports from national experts on selected states.
