Mohan Singh is a member of the Senior Executive Service since May 2000.  As the Chief of Interagency and International Services at Headquarters U.S. Army Corps of Engineers, Mr. Singh is responsible for the establishment, direction, coordination and execution of national and international  engineering and technical support services to federal agencies, national organizations and foreign governments.  He also supports the North Atlantic Division, Gulf Region Division, Transatlantic Programs Center and Afghanistan District in the execution of their programs with the Administration, DoD and Congress.

Prior to the current position, Mr. Singh served as the Director of Regional Business and Director of Military Programs and Technical Services at the U.S. Army Corps of Engineers, North Atlantic Division.  He provided strategic leadership in transforming the regional business center.  He was responsible for financial and technical management, design and construction of water resources as well as environmental programs, military facilities, and contingency and emergency operations in the northeast U.S., Europe, Israel, Greenland and Labrador.  He provided regional oversight over the North Atlantic Division’s $2 billion program by presiding over six districts and approximately 4,000 personnel.  He was also responsible for the Regional Career Program Manager for engineers and scientists in the profession.  Mr. Singh’s public and private sector experience includes project engineering, program management and policy development.

His professional engagements span design and construction of facilities such as the King Khalid Military City and King Abdul Aziz Military Academy; many military command and control centers, Navy bases and air fields in the Middle East; chemical, nuclear, desalination and waste water treatment plants in the United States; and the promulgation of planning, design and construction policy for the Corps’ worldwide construction program. 

Mr. Singh holds a Master of Science in Mechanical Engineering from the University of California at Berkeley and a Bachelor of Science in Mechanical Engineering from India.  He has participated in executive management programs at The Harvard Kennedy School of Government, Federal Executive Institute, Brookings Institution, and Center for Creative Leadership and Darden School of Business.

Mr. Singh has received numerous awards including the Commander’s Award for Civilian Service and The De Fleury Medal.  He is the first Asian Indian American member of the Senior Executive Service in the field of engineering and construction in the United States Army
