1. Plans, directs and manages the engineering and construction technical missions of the organization. Is the primary corporate leader in the areas of science, engineering, technology and environmental protection. Serves as the authority in corporate-level engineering decision making activities such as corporate goal setting, establishing engineering technical policy and standards and managing technical corporate programs. Has principal responsibility for implementing the technical aspects of the corporate strategic plan and is responsible for the execution, policy and guidance of the technical aspects of the world-wide mission.
2. Is primary advisor to the Commander on technical issues. Establishes and analyzes performance goals and indicators of USACE-wide performance for the technical aspects of USACE missions. Establishes quality assurance and technical policies and guidance for construction management and acquisition of design and construction. Conducts special management studies in support of policy development and organizational goals. Provides technical support on the presentation and defense of the annual USACE budget to OSD, OMB and the Congress.
3. Establishes technical policy and guidance, ensuring compliance with public laws, Executive Orders, Federal Regulations and DoD policies. Provides clarification and interpretation of technical policy. Proponent for engineering and construction workforce evaluation and development including identifying training needs and management and execution of the training program.
4. Responsible for the overall USACE Wide Center0s of Expertise (CX) Program: the Mandatory Centers of Expertise, Directory of Skills, and Centers of Standardization. Identifies strategies to leverage USACE technical expertise in support of the Army, other customers and the nation. Manages the USACE Value Engineering (VE) Program.
5. Serves as the USACE Dam Safety Officer developing dam safety policy and technical guidance and ensuring compliance with applicable public laws and regulations. Is the Department of Defense representative to the Interagency Committee on Dam Safety.
6. Establishes the engineering goals for the formulation of the USACE Research and Development (R&D) program. Identifies problem areas requiring R&D, and provides execution direction to the R&D community. Develops and leads the integration of engineering and construction technology in technical policy and guidance.
7. Is the National Executive Liaison for various customer accounts. Provides leadership, forges alliances and represents USACE in professional and industry societies and organizations.
8. Provides administrative, financial management, workflow, and budgeting support to other HQ elements.
