Steven N. Mikkelsen is the Acting Director, Office of Business and Program Integration for the Farm Service Agency (FSA). He is responsible for a wide range of policy and program issues covering economic analyses, strategic planning, outreach, state and county office reviews, citizen-centered eGovernment, internal investigations, appeals and litigation activities.

Mr. Mikkelsen started his federal career in 1977 and worked in several different USDA agencies, including Federal Grain Inspection Service and Agricultural Marketing Service.

For the past 22 years, Mr. Mikkelsen has worked in various capacities for FSA. Prior to his current position, Mr. Mikkelsen served as Director of the Procurement and Donations Division. He was responsible for formulating national policies and procedures to administer procurement operations for various legislative authorities covering domestic and foreign food assistance programs for USDA, U. S. Agency for International Development and Commodity Credit Corporation (CCC). He was also responsible for CCC's price support program for dairy products.

As Deputy Director, Warehouse and Inventory Division, Mr. Mikkelsen was responsible for administering the U.S. Warehouse Act and CCC operations related to the commercial storage of producer-owned price support commodities and loan repayment levels. He also was responsible for storage, handling, transportation and sale or other disposition of commodities acquired by CCC under its producer price support operations.

Since 1990 he has been involved with the legislative and administrative implementation of electronic warehouse receipts. In 1999, Mr. Mikkelsen rewrote the U.S. Warehouse Act to permit the use of electronic warehouse receipts and other electronic documents for all agricultural commodities. Congress passed and the president signed this rewrite of the "U.S. Warehouse Act of 2000" on August 11, 2000. Over the last ten years, Mr. Mikkelsen has traveled to, and worked with many foreign countries throughout Eastern Europe and Africa, helping to establish warehousing programs in their respective counties.

Mr. Mikkelsen was raised on a farm and ranch in South Dakota and still is involved in a 12,000 acre, family-farming operation. He graduated from South Dakota State University, receiving a Bachelor of Science degree in agricultural engineering. He and his family reside in Falls Church, Virginia.
