The purpose of this page is to provide information regarding EPA's air emission regulations for Boilers (Steam Generating Units). This page is focused on New Source Performance Standards (NSPS) limiting SO2, PM, and NOx emissions from boilers built after certain dates. The Federal Register notices summarize the basis of the rules and include the actual regulatory text. In addition, the actual regulatory text is available as it appears in the Code of Federal Regulations, and links to closely related rules, policies, or program guidance are provided here.
Technical Information -- This area contains technical information used in developing the rules. Background documents are available for download. In addition, fact sheets which summarize the requirements of the rules are available here.
Implementation Information -- This area contains implementation information. Compliance and enforcement information is provided here.

Background Information Document (BID)/Response to Comments
- Because the boiler NSPS were developed in the 1970's and 1980's,
very little information is available electronically. All of
the materials considered by EPA in developing the rules are available
in Dockets A-79-02 (Subpart Db), A-83-27 (Subpart Db), A-86-02 (Subpart
Dc), and A-92-71 (Da/Db NOx Amendment) for public inspection and copying
by calling or visiting EPA's Air
and Radiation Docket and Information Center (the Docket Office).
A reasonable fee may be charged for copying. The telephone

are also available (for a fee) through the National Technical Information
