Ms. Shafer provided critical leadership during a busy emergency response year in 2007 that included three events with the St. Paul District: a spring flood in the Red River near Fargo, N.D., the tragic I-35 bridge collapse in metropolitan Minneapolis, and late summer flash flooding that threatened communities in Minnesota, Wisconsin and Iowa.

In addition to serving as the St. Paul District emergency manager, Ms. Shafer serves on the catastrophic disaster response planning advisory committee, temporary housing program development team, and is an emergency support function 3 team leader.
