Interagency Agreements

An Interagency Agreement (IA) is an agreement between the client and the General Services Administration. The following documents serve as examples and templates of Interagency Agreements that can be used by DoD and the civilian agencies.

Standard Interagency Agreement - Part A

This is a two part agreement between GSA (Servicing Agency) and Customer (DoD or Civilian Requesting Agency). Part A must be signed at the highest reasonable level in the customer agency describing terms and conditions of the support to be provided. Signatory Officials must be authorized by their agency to sign IA documents and are certifying they understand and agree to the responsibilities outlined in the OFPP Guidance. This Part A template contains the mandatory elements specified in OFPP Interagency Agreement guidance.It shall be reviewed by both parties annually. Part A also contains a comprehensive discussion of roles and responsibilities that apply for both GSA and customer agency.

Standard Interagency Agreement - Part B

Part B must be used with Part A and is task order specific (there could be one Part A with multiple Part Bs). Part B initiates the transfer of funds, contains the bona fide need, and will be signed by both GSA and the client agency. Initial funding information is described in Part B and is necessary whether it serves as or supplements the requesting agency funding document. Financial Addendums to Part B may be used for incremental funding and should be signed by those authorized to obligate and accept funds. This Part B template contains the mandatory elements specified in OFPP Interagency Agreement guidance.
