2006 Federal Human Capital Survey

On January 30, 2007, the Office of Personnel Management (OPM) released the agency results of the 2006 Federal Human Capital Survey (FHCS). The survey is a tool that measures employees' perceptions of whether, and to what extent, conditions characterizing successful organizations are present in their agencies. The survey results provide valuable insight into the challenges agency leaders face in ensuring the Federal Government has an effective civilian workforce and how well they are responding.

Employees of the Department of Health and Human Services (HHS) participated in the survey, and the agency results provide information that will be used to improve HHS management practices and the work environment for HHS employees. The results below contain data from the 2006 survey for both the Department and its Operating Divisions (OPDIVs), along with comparative data from the 2004 and 2002 surveys.
