Would it be possible for terrorists to spread avian flu to create a pandemic?

Anything is possible when you think in terms of bioterrorism, but we better be careful not to make assumptions that tend to be more frightening than what they really should be, because one thing that you should be aware of is that nature itself is the smartest bioterrorist.  So I’d be much, much less worried about a bioterrorist cutting loose a pandemic-like flu upon society, than I would of the natural evolution of a pandemic-like flu.  So when I'm thinking about flu, terrorists are the least thing on my mind.  Nature's ability to cause problems is even more important.
