The Office of Personnel Management (OPM) has developed a vacancy announcement template as a guide to assist agencies in developing vacancy announcements for worker-trainee positions. Agencies may add or delete information as necessary.
Worker-trainee jobs are the most basic entry level jobs that are filled in the Federal government. Under the OPM qualifications standards, these General Schedule (GS)-1 and Wage Grade (WG)-1 and 2 level positions require no general or specialized experience.
In hiring welfare recipients as worker-trainees, agencies may use the temporary appointment pending the establishment of a register (TAPER) to appoint employees at the GS-1, WG-1, or WG-2 levels. We highlight the TAPER appointing authority for use to give agencies the ability to take full advantage of the hiring flexibilities in Part 333 of title 5, Code of Federal Regulations. Under Part 333, agencies have the option of formally rating and ranking candidates, or making appointments from an unranked list as outlined in Part 333.201.
Alternatively, agencies may choose to fill their worker-trainee positions through open competitive examining. Agencies should continue to make full use of other competitive and excepted appointing authorities available to fill vacancies. In filling all positions -- including worker-trainee -- public notice, the application of veterans' preference, and priority referral of displaced Federal employees are required.
