Office of Performance Improvement Overview

Mission: To drive the process for successful implementation of major performance improvement initiatives throughout all areas of GSA.

Established in 2002 and led by an Associate Administrator, the Office of Performance Improvement (OPI) studies, designs, and oversees action plans to meet GSA's strategic goal of continuous performance improvement. OPI provides advice on major policies and procedures related to GSA performance functions to the Administrator and Deputy Administrator.

OPI conducts ongoing analysis of agency performance and provides quarterly and ad-hoc reports to senior leaders. OPI is also chartered with identifying performance problems, and developing and coordinating plans and actions to resolve them.  OPI assists in annual performance measure identification and target setting for all GSA Services and Staff Offices (SSOs) and coordinates GSA’s formal Quarterly Review Program for all GSA SSOs and regional offices.

OPI plays a key role in coordinating GSA’s participation in governmentwide performance improvement initiatives. For example, OPI leads a team consisting of representatives of all areas and business lines within GSA to create accurate, complete, understandable, and supportable inventories of GSA’s functions, known as the Fair Act Inventory.

OPI also leads the agency’s Lean Six Sigma program deployment.  This program provides a strategic approach that institutionalizes a culture of continuous process improvement focused on increased reliability, improved quality, cycle time reduction, cost savings, and optimized productivity. Through this and other initiatives, OPI helps ensure that all GSA products and services provide the best value to its customers.
