CSREES/ARS Collaboration Assessment
and Enhancement
Team Final Report
CSREES and the Agricultural Research Service
(ARS) are two of the four agencies comprising
the USDA’s Research, Education, and
Economics (REE) mission area. REE is dedicated
to the creation of a safe, sustainable,
competitive U.S. food and fiber system
and strong, communities, families, and
youth, through integrated research, analysis,
and education. The administrators of CSREES
and ARS asked Dr. Bobby Phills from Florida
A&M University to, through an Intergovernmental
Personnel Act (IPA), help the agencies
assess their collaboration efforts and
identify ways that they could be significantly
enhanced. The administrators requested
recommendations that were both meaningful
and achievable. The document below combines
the report with a Powerpoint summary of
his findings.
