The FS-FPM Implementation Plan is currently undergoing revisions to match the changes to the revised Interagency Fire Program Management (IFPM) Implementation Plan brought about by the recent decisions made by the National Wildfire Coordinating Group (NWCG) in Decision Paper #4, and the November 5, 2008 letter from Hank Kashdan regarding the temporary 401-series ‘stand-down’. Once the FS-FPM Implementation Plan has been finalized it will be posted to this website.

In the interim period, local field units are encouraged to utilize the Standard Position Description Crosswalk contained within this website to identify which of their employees are affected by FS-FPM. All positions within a Unit’s fire and aviation organization that were not previously identified as one of the 13 Key IFPM positions should be considered, and placed into the appropriate FS-FPM category. A worksheet to assist with FS-FPM Position Identification is attached (see Appendix A-1). It should be noted that not all positions have been incorporated into IFPM or FS-FPM (i.e. Smokejumpers).

It is anticipated that in December 2008 the Incident Qualification and Certification System (IQCS) will be configured to accept FS-FPM incumbent data (similar to the existing process for entering IFPM incumbent data). This data will assist with the Incumbent Declaration process, and will allow the Regional IFPM/FS-FPM Representatives and the W.O. Branch Chief, FireTraining to pull data and track trends on how well FS-FPM is being implemented.

The following is a tentative schedule of events that FS-FPM Program Managers hope to accomplish:

  • Mid-December: Reconfigure IQCS to accept FS-FPM Incumbent Data, and make available for field use.
  • Early December: Complete the FS-FPM Implementation Plan, and coordinate with HCM-ASC to identify the process in which Incumbent Declarations, Qualification Determinations, and Employee Agreements (if needed) will be processed for field units.
  • January: Release the finalized version of the FS-FPM Implementation Plan for use by field units.

FS-FPM Monitoring

The Regional IFPM/FS-FPM Representatives and the W.O. Training Branch have been engaging in monthly conference calls to help clarify any issues or problems identified by field units. Questions or problems should be forwarded to the appropriate Regional Representative. This includes any suggestions or comments for making the Forest Service IFPM / FS-FPM Website better for field use.
