Reaching Out to Multilingual Communities Across the Nation and the World

In an effort to fulfill EPA’s mission, we seek community involvement in the decision-making process. We do this by engaging all interested groups through dialogue and collaboration, including those with limited financial and technical resources, English proficiency, and/or past experience participating in environmental decision-making.

By engaging the public, we aim at fostering environmental stewardship in all communities in the U.S., including those with limited English proficiency. End result–the Agency benefits, it’s advantageous to these communities, and ultimately, the environment profits as well.

Census data reveals that around 18 percent of the total population in the US over the age of 5 speak a language other than English at home. Given that language can be a barrier to environmental understanding, we want to address those barriers. Moreover, multilingual communities may live or work in areas that are subject to greater environmental hazards. Therefore, we provide environmental information on lead, pesticides, flood and mold cleanup, children’s health protection, to address many of these issues.

The Agency has been consolidating its environmental information on multilingual websites to facilitate access. Currently, we have websites in Spanish, Chinese (both Traditional and Simplified script), Vietnamese and Korean. We have several initiatives designed to reach out effectively to these communities. For example, the Hispanic environmental health page, the nail salons air quality initiative in Vietnamese and Korean; the informational materials on dry-cleaning regulations in Korean; and the Hispanic Stakeholders Initiative—Beyond Translation, and the EPA-China Environmental Law Initiative in English and Chinese to name a few.

Increasingly, we have found that these multilingual websites are receiving numerous worldwide visitors who are looking to EPA for environmental leadership. New technology such as Web 2.0 is just another valuable tool in facilitating environmental communication across the globe.

En un esfuerzo por llevar a cabo la misión de la Agencia (EPA, por sus siglas en inglés), constantemente buscamos la participación de las comunidades en el proceso para tomar decisiones. Hacemos esto al exhortar la participación de los grupos interesados por medio del dialogo y la colaboración incluyendo a aquellos con recursos económicos y tecnológicos limitados, habilidad de hablar inglés, y/ o experiencia participando en el proceso de decisiones ambientales.

Al buscar la participación del público, tenemos como meta fomentar la capacitación ambiental en todas las comunidades d la nación, incluyendo a aquellos con la habilidad limitada de hablar inglés. Esto es beneficioso para la Agencia, es ventajoso para esas comunidades, y el medio ambiente se beneficia también.

Los datos del Censo revelan que alrededor del 18 por ciento del total de la población en los Estados Unidos sobre la edad de cinco (5) años hablan un idioma diferente al inglés en el hogar. Dado el caso que el idioma puede ser una barrera para que las persona comprendan los problemas ambientales, queremos tratar esas barreras. Además, las comunidades multilingües podrían vivir o trabajar en áreas que sujetas a gran riesgo ambiental. Por lo tanto, proveemos información ambiental acerca de plomo, pesticidas, inundaciones y limpieza de moho, protección ambiental para niños para tratas todos estos tópicos.

Con el propósito de facilitar el acceso informativo, en la Agencia, hemos estado consolidando la información ambiental en las páginas Web multilingües. Entre otros, actualmente, tenemos páginas Web español, chino (ambos caracteres tradicional y simplificado) y coreano. También tenemos varias iniciativas de alcance especialmente diseñadas para estas comunidades. Por ejemplo, El medio ambiente y su salud, la iniciativa de calidad de aire en los salones de belleza en vietnamita y coreano, materiales informativos sobre regulaciones para tintorerías y comercios de lavado en seco y la iniciativa para la comunidad hispana, Beyond Translation, - Más allá de la traducción - y la iniciativa para la Ley ambiental US-China en inglés y chino.

Cada vez más, estamos encontrando que las páginas multilingües reciben numerosas visitantes de alrededor del mundo buscando información y liderazgo de parte de la Agencia. Las nuevas tecnologías tales como Web 2.0 es otra herramienta valiosa para facilitar la comunicación ambiental alrededor del mundo.

Grocery-store Environmental Indicators?

I’ve worked for decades at one of the government’s largest science agencies, witnessing how information is carefully collected and rigorously used to make truly important decisions about, for example,

I’ve had a hand in few, but have learned how important it is to make decisions based on well-chosen data and sound reasoning. So it’s been gratifying to see EPA’s (and especially my regional office’s) sustained interest in developing environmental indicators to guide the agency’s work. EPA defines an environmental indicator as a “numerical value that helps provide insight into the state of the environment or human health … based on quantitative measurements or statistics of environmental condition tracked over time.” Higher order indicators track, ultimately, environmental health, while lesser indicators in a multi-level hierarchy portray changes in ambient conditions and environmental protection actions.

Here are my two favorite, if unconventional, indicators; one has gained 20 years of growing popularity and validity (not mine) and one is new, unknown and possibly shaky (mine).

He and friends see how deep they can walk and still see their sneakers—as a measure of water clarity, and a great way to connect people to this great but vulnerable natural resource.
  • To test how people have started adapting to expensive gas, I began a year ago to track the percent of SUVs and pickups in the parking lot during my weekly supermarket trips. (Does it kill you, too, to see a lone driver use a 6,000 pound SUV to buy groceries?) I know it takes years for the fleet to be replaced, but my year’s “findings,” it seems, are significant and encouraging.

Which low-tech indicators do you use, or propose, that can tell us something interesting about our world’s health?

When my friend Jeff M. came back from Hawaii, he mentioned the Hawaiian-Puerto Rican controversy over the tiny Puerto Rican frog, the coquí-the Eleutherodactylus coquí.

The controversy or “national conflict” depending if you ask a Puerto Rican, made front page headlines several years ago when Puerto Rico got wind of Hawaii’s efforts to eradicate these innocent Puerto Rican frogs. How did they travel thousands of miles across the oceans? Apparently some innocent coquís got on a plant shipment from the tropical paradise in the Caribbean to a similar paradise thousands of miles away in the Pacific. Needless to say, in that tropical setting without any indigenous predators, these Puerto Rican coquis have multiplied abundantly!

photo of a coqui frogThese small frogs are known for their melodious nocturnal sounds in Puerto Rico. They have been the inspiration for numerous songs, stories, and poetry. These small amphibians have become an unofficial symbol of Puerto Rico. In fact, I just read a newspaper article in Puerto Rico, that the Sierra Club-PR and the University of Puerto Rico hosted an Earth Day event to promote the defense of the coquí.

Yet, the coquís-named after their musical chirping-cokée, cokée–have not received a warm aloha from our fellow U.S. citizens in Hawaii.

In fact, what is music to the ears of many Puerto Ricans became more than a amphibian cacophony over in the Pacific. In Hawaii, the coquí chants have been compared to the noise pollution caused by lawn mowers! That’s hard for me to conceptualize, given the fond memories of listening to the coquís at nighttime. I remember many a rainy night falling asleep to the symphony of these harmless creatures. They are so small and defenseless! But for the residents of the state of Hawaii, the Puerto Rican coquís are doomed for complete eradication and some of the methods are not benign at all

It’s true that the Puerto Rican coquí has become an invasive species in Hawaii, yet I still don’t see how coquís challenge Hawaiian wildlife. I still cannot understand why their chants are not music to the ears of the inhabitants of this Island State. Sad to say, it all boils down to one man’s friend is another man’s foe.

Nonetheless-please save the Puerto Rican coquí.

¡Qué viva el coquí!

Cuando mi amigo Jeff M. regresó de Hawaí, mencionó la controversia entre Hawaí-Puerto Rico sobre la pequeña ranita puertorriqueña, el coquí-Eleutherodactylus coquí.

Esta controversia o “conflicto nacional” si le pregunta a un puertorriqueño, fue motivo de titulares de primera plana hace varios años atrás cuando Puerto Rico se enteró de los esfuerzos hawaianos por erradicar estos pequeños anfibios. ¿Cómo viajaron miles de millas por los océanos? Aparentemente unos inocentes coquíes estaban en un cargamento de plantas que viajaron del paraíso tropical en el Caribe a otro paraíso semejante miles de millas de distancia en el Pacífico. ¡Demás está decir que en ese entorno tropical sin enemigo autóctono en Hawaí, estos coquíes se multiplicaron abundantemente!

De hecho, acabo de leer un artículo de periódico anunciando que el Sierra Club-PR y la Universidad de Puerto Rico auspiciaron un evento del Día del Planeta Tierra para promover la defensa del coquí.

Sin embargo, los coquíes-conocidos por su melodioso cantar-coquí, coquí-no han recibido un caluroso aloha de sus conciudadanos estadounidenses en Hawaí.

De hecho, lo que es música para los oídos de muchos puertorriqueños se convirtió en una cacofonía anfibia allá en el Pacífico. ¡En Hawaí, el cantar del coquí ha sido comparado a la contaminación de ruido ocasionado por las cortadoras de césped! Me es difícil conceptualizarlo dado los gratos recuerdos de escuchar a los coquíes al anochecer. Recuerdo muchas noches lluviosas quedarme dormida con la sinfonía de estas criaturas inofensivas. ¡Son pequeñas e indefensas! Pero para los residentes del estado de Hawaí, los coquíes puertorriqueños están condenados a erradicación completa y algunos de los métodos no son nada de benignos.

Es cierto que el coquí puertorriqueño se ha convertido en una especie invasora en Hawaí, pero todavía no veo cómo los coquíes amenazan la vida silvestre hawaiana. Tampoco entiendo el por qué su cantar no es música para los oídos de los habitantes de este estado isleño. Lamento decir, que la controversia se limita al hecho de que la criatura que es amiga para unos resulta enemiga de otros.

Independientemente de la clasificación-ayuden a salvar al coquí puertorriqueño.

Hangin’ with Pandy Pollution

I knew I was in for an interesting day when my boss looked me over and asked: “How tall are you?” “Five-foot-eleven,” I replied, wondering how height might play into my next performance evaluation.

“Perfect! There’s a big box waiting for you in shipping. It’s your costume for the Pollution Prevention Week table we’re setting up outside the Metro. Dress light. I’m told it’s hot in that panda suit.” Thus began my life as Pandy Pollution, EPA’s spokes-panda. Thanks boss!

Pandy’s goal for Earth Day was to lure people over to EPA’s display table where they could help themselves to the brochures, pamphlets, coloring books, and other environmental education materials on “going green.”

The boss was right about one thing: it was hot in there. Even dressed in gym shorts and a tee-shirt, I started roasting as soon as I slipped into the panda suit. But if you want to attract attention, going out dressed as overstuffed panda character is just the ticket. Just about everyone coming off the metro came in for a closer inspection, and plenty of folks picked up educational materials. Some even stayed to chat with the coterie of EPA experts hanging around the table. Mission accomplished.

Playing panda is a great way to help spread the word about safeguarding the environment and protecting human health. Now, it seems, real giant pandas and other wild critters play an even bigger role. There is growing scientific evidence that there is a connection between the decline in the diversity of wildlife and the emergence and spread of certain diseases.

EPA scientists are working with colleagues around the globe to better understand the link between biological diversity—the variety of species of plants, animals, and other living things that make up natural ecosystems—and emerging infectious diseases such as Lyme disease and malaria. What the scientists learn will help EPA and other agencies share important information about protecting human health. Someday soon, there might even be a stack of brochures about the subject available at the EPA Earth Day display just outside the metro entrance. If you’re interested in stopping by, just look for the 5-foot-11-inch-tall giant panda—and be sure to tell Pandy I say hello.

Song of the Coquí

As we celebrate the 38th anniversary of Earth Day, I remember when I studied at the Academia San José in Puerto Rico and the events that inspired me to strive for greater environmental protection.

In the U.S. territory of Puerto Rico, a beautiful Caribbean island, one enjoys good weather all year round. Beautiful beaches, a colorful scenery, the melodious nocturnal songs of the coquí* Link to EPA's External Link Disclaimer, the Yunque Rainforest Link to EPA's External Link Disclaimer, the Camuy Caverns Link to EPA's External Link Disclaimer- these are some of the images and sounds that live in my memories of my island. In spite of these beautiful surroundings, Puerto Rico faces great environmental challenges-excess of solid waste, lack of landfills, trash along its beaches, problems with the quality of drinking water-these are only some of the factors that undermine its natural beauty.

Academia San JoséWhen I was the president of the ASJ Science Club more than three decades ago, we were decorating an enormous bulletin board for Earth Day. We also planted a tree, I think it was an oak, in the front garden of the school. Today, 34 years later, the tree still stands-a testimony of what some students interested in sciences did one beautiful spring afternoon.

That brings me back to today’s subject - my interest in environmental awareness. That is the seedling that I seek to plant for children and adults so that they may understand that our actions, be it at home, in school, in the community or our workplace, have an impact in our surroundings and above all in our environment. From putting aluminum cans in a recycling bin, buying green products or conserving energy, all these actions enable us to leave the world better for future generations.

Let’s celebrate Earth Day every day anywhere in the world!

*The coquí is a small frog that lives in the tropical trees and shrubs in Puerto Rico. It has been the inspiration for many songs and poetry on the Island.

A pesar de esos bellos alrededores, Puerto Rico enfrenta grandes retos ambientales-exceso de desechos sólidos, escasez de vertederos, la basura en las playas, problemas de calidad del agua potable–son tan solo algunos de factores que minan esa belleza natural.

Academia San JoséCuando era la presidenta del Club de Ciencia en la Academia San José más de tres décadas atrás, estábamos preparando un enorme tablón de anuncios con carteles alusivos a la protección del Planeta Tierra. También sembramos un árbol, creo que era un roble, en el jardín al frente del colegio. Hoy, 34 años más tarde, el árbol sigue allí-un testimonio de lo que hicieron unas estudiantes interesadas en las ciencias una bella tarde de primavera.

Eso me lleva otra vez al tema de hoy-mi interés en crear consciencia a favor de la protección ambiental. Esa es la semilla que quisiera sembrar para que tanto niños como adultos puedan comprender que las acciones que nosotros tomamos, sea en el hogar, en la escuela, en la comunidad o nuestro lugar de trabajo, tienen un impacto en nuestros alrededores y sobre todo en nuestro ambiente. Desde echar las latas de aluminio en la cesta de reciclaje, comprar productos “verdes” o conservar energía, todas estas acciones nos permitirán dejar un mundo mejor para futuras generaciones.

¡Celebremos el Día del Planeta Tierra todos los días en cualquier parte del mundo!

*El coquí es una pequeña rana que vive en la arboleda y flora tropicales de Puerto Rico. El coquí ha sido inspiración para muchas canciones y poesía en la Isla.

What Is a Healthy Ecosystem?

Bob LackeyVery young children have a habit of asking innocent, but thorny questions. My grandson, however, has reached an age where innocence no longer passes for an excuse for his questions; he knows enough now that his questions reflect the traits of a budding intellectual troublemaker.

A case in point: here is my answer to his question about the increasingly popular term: ecosystem health.

“Grandpa, in school today in my science class, we talked about healthy ecosystems. My teacher says that when we are not feeling well, we go to a doctor to find out how to get healthy. If I have a sick ecosystem, she says that I should go to a scientist find out how to make the ecosystem healthy. Dad says you are a scientist, so what is a healthy ecosystem?”

It is a good question and one that I, as a research scientist who has worked on such issues for over 40 years, should be able to answer with ease.

This seemingly straightforward question, however, does not have a simple answer. Further, the answer requires a clear understanding of the proper role of science in a democracy (PDF) (7 pp., 39K) Link to EPA's External Link Disclaimer.

First, how is a person to recognize a healthy ecosystem? Many might identify the healthiest ecosystems as those that are pristine. But what is the pristine state of an ecosystem? Is it the condition of North America prior to alterations caused by European immigrants, say 1491? Or perhaps it is the condition of the land sometime well after the arrival of immigrants who came by way of the Bering land bridge, say 1,000 years ago? Or maybe it is the state of North America prior to the arrival of any humans, say more than 15,000 years ago?

Ultimately it is a policy decision (PDF) (16 pp., 173K) Link to EPA's External Link Disclaimer that will specify the desired state of an ecosystem. It is a choice, a preference, a goal.

Scientists can provide options, alternatives, and possibilities, but ultimately in a democracy it is society that chooses from among the possible goals (PDF) (6 pp., 157K) Link to EPA's External Link Disclaimer.

A malarial infested swamp in its natural state could be defined as a healthy ecosystem, as could the same land converted to an intensively managed rice paddy. Neither the swamp nor the rice paddy can be seen as a “healthy” ecosystem except through the lens of a person’s values or policy goals.

Once the desired state of an ecosystem is specified by someone, or by society overall through laws and regulation, scientists can determine how close we are to achieving that goal. They might even offer some approaches that might better achieve the goal. Ultimately, though, it is society (PDF) (5 pp., 21K) Link to EPA's External Link Disclaimer that defines the goal, not scientists. One person’s sick ecosystem is another person’s healthy ecosystem.

So the answer to my grandson’s provocative question is that human health is not an appropriate metaphor for ecosystem health. There is no inherently “healthy” state of ecosystems except when viewed from the perspective of societal values.

Pristine ecosystems (wilderness watersheds, Antarctica, uninhabited tundra) are certainly very different than highly altered ecosystems (farms, city parks, harbors) but neither a pristine ecosystem nor a highly altered ecosystem is scientifically better or worse — just different.
