Sales Services for Surplus and Exchange/Sale Personal Property

GSA Sales Offices are able to offer sales assistance to civilian federal agencies for personal property no longer needed by the agency as well as exchange/sale property for a competitive fee.

Federal agencies can reduce administrative costs by utilizing services provided by GSA's Personal Property Sales Program. GSA further maximizes the return to taxpayers through the sale of federally-owned surplus personal property and the exchange/sale of personal property in the replacement process. This is where GSA can assist federal agencies.

GSA will work with agencies to tailor personal property services to meet agency needs. See what service offerings GSA has and the GSA rates for sales services provided to federal agencies. The sale of the property will fund its own disposal. GSA can create and offer new services that will result in:

  • Faster disposal;
  • A greater rate of return; and 
  • No separate billing system.

GSA's objectives are to conduct sales in an efficient, expeditious manner, and obtain maximum net returns with a minimum of inconvenience to holding agencies. Holding agencies are responsible for the care and handling of surplus personal property during the sales process and shall perform these additional services:

  • Provide descriptive information for sale and accountability on SF120, Report of Excess Personal Property, for reportable property or SF126, Report of Personal Property for Sale, for nonreportable surplus and exchange/sale property;
  • Provide for inspection by prospective bidders;
  • Provide facilities and assistance when requested by GSA;
  • Assist in the physical lotting of property to be sold (lotting refers to the division of the property into reasonably sized groups of similar items in order to promote competitive bidding); and,
  • Transport property to a consolidated sales site when acceptable to both the holding agency and GSA. Surplus personal property is sold to the public by competitive offerings using the following methods.

Surplus and Exchange/Sale Personal Property Online Sales

The GSA Auctions® site was developed to complete GSA's transformation to an all electronic asset management system. The site offers the general public the opportunity to bid electronically on a wide array of federal assets. The auctions are completely web-enabled, allowing all registered participants to bid on a single item or multiple items (lots) within specified timeframes.

Surplus and Exchange/Sale Personal Property Offline Sales

For Surplus Personal Property Sales items, other than items for electronic bidding through GSA Auctions®, GSA offers the following types of sales:

  • Auction (offline);
  • Fixed-price;
  • Drop-by; and, 
  • Sealed bid.

MySales, provides federal agencies with the capability to monitor and manage the disposition of their exchange/sale and surplus personal property reported to GSA to sell. Currently, agencies are able to:

  • Withdraw items available for sale;
  • Update user information; and, 
  • Query for current status.

In the future, MySales will provide several personal property management capabilities to agencies to include:

  • Report exchange/sale property for GSA to sell;
  • Modify item data including descriptions; and, 
  • Respond to sales notices.
