This is Camellia 'Winter's Fire'.

One of many hardy U.S. National Arboretum Camellia introductions, 'Winter's Fire' blooms in autumn at a time when color is scarce in the garden. There are perhaps as many as 250 species of Camellia, all native to eastern Asia, but only a small handful of these are important economically or horticulturally. The new cold hardy camellias are the result of breeding programs that have crossed different species together. Once established, 'Winter's Fire' is hardy as far north as USDA Hardiness Zone 6b. Come stroll through the arboretum’s camellia collection this winter and see what it has to offer your garden. You can find 'Winter's Fire' in the Camellia Collections in the Asian Collections. More information about camellias can be found here. Information (Fact Sheets) about some of the fall-blooming introductions can be found here and here.
