This is Chinese wingnut, Pterocarya stenoptera.

The unusual chains of fruits festoon the tree for most of the summer. Chinese wingnut
is tolerant of poor soil, drought, heat, and compaction, and may be well suited for use
as a city street tree. It can be grown in USDA hardiness zones 5 through 8. You can find
Chinese wingnut near the parking area in the National Grove of State Trees.
