Outline of Need:
Missouri Rural Development provided funding for the initial construction of Bloomsdale Senior Apartments, a rural rental housing complex for senior citizens. The complex needed additional financial support to rehabilitate the aging buildings.
How Rural Development Helped:
Missouri Rural Development has played a significant role in both the construction and maintenance of Bloomsdale Senior Apartments. The Agency provided funds through a USDA loan to build the complex in 1981. Almost twenty years later, Rural Development staff again assisted Bloomsdale Senior Apartments, Inc., the nonprofit organization that manages the property, in obtaining much-needed financial support for the rehabilitation of the aging buildings.
USDA conducted research and found sources of funding for the project, including an Affordable Housing Program (AHP) grant from the Home Loan Bank. Rural Development staff took the necessary steps to complete the AHP application process and located a Bank member to sponsor the grant. With guidance from USDA, the Bank of Ste. Genevieve partnered with the Home Loan Bank and Bloomsdale Senior Apartments, Inc. to receive $66,600 in AHP funds. With the funds, the roof was replaced on the four six-plexes, seamless guttering and downspouts were installed on four buildings, windows in all 24 apartments were replaced and the front parking lot was resurfaced. An additional parking lot was constructed at the back of the complex.
The Results:
Rehabilitation of Bloomsdale Senior Apartments allows the complex to remain safe and secure for the elderly tenants who reside there, while maintaining the high standards that were set for the project at its inception. The apartment buildings continue to be a staple for the town of Bloomsdale. Not only do the four six-plexes provide affordable housing for the elderly, but the Community Building also serves as a gathering place to hold social activities for both residents and the town of Bloomsdale.
