  • Provide citizens and businesses with a choice of credentials when accessing public-facing online Government applications.
Means to Achieve the Goals:

The General Services Administration (GSA) offers policy compliant Identity and Access Management products and services for procurement by federal government agencies through Schedule 70, Special Item Number (SIN) 132-60. These products and services facilitate secure electronic access to government information systems and services by external users to conduct electronic transactions with public-facing Federal agency applications. The government applications use commercially available remote authentication products and services and public key infrastructure/digital signature technology. Products and services under this SIN enable electronic transactions while protecting business-critical information from interception, tampering, and unauthorized access.

Access to Federal resources by external partners must meet the requirements of OMB Memorandum 04-04 and NIST SP 800-63, Electronic Authentication Guidelines, for the appropriate level of assurance for the identified Federal resources. These two documents, along with the Federal Enterprise Architecture's Authentication Service Component, are considered the backbone of the policy governing these services.
