Homeland Security Presidential Directives (HSPDs)
Presidential directives are a form of executive order issued
by the President of the United States. On October 29, 2001, President George
W. Bush issued the first of a new series of special presidential directives
called “ Homeland Security Presidential Directives” or “HSPDs”.
HSPDs are issued by the President with the advice and consent of the President’s
Homeland Security Council to record and communicate presidential decisions
about the homeland security policies of the United States. The President has
issued 13 HSPDs since October 29, 2001. Seven of the HSPDs have bearing on

The Homeland Security Branch of APHIS’ Office of Emergency Management
and Homeland Security is responsible for overseeing and coordinating Agency
activities to address applicable HSPDs. (Homeland

APHIS Plant Protection and Quarantine takes a leading role in addressing HSPD
#11 as it relates to the coordination of agricultural quarantine inspection
at U.S. ports-of-entry with the Department of Homeland Security’s Bureau
of Customs and Border Protection.
The Marketing and Regulatory Programs Business Services staff takes the lead
in addressing HSPD #12 and the development of identification cards for APHIS
employees and contractors.
