On February 17, 2009, the President signed into law, the American Recovery and Reinvestment Act of 2009. More than $2.76 billion of the bill will go to the Office of Justice Programs (OJP) to develop the Nation's capacity to prevent and control crime, administer justice, and assist victims.
The Recovery Act provides for $100 million in funding for victim compensation and assistance. Of that $100 million, $47.5 million in formula funding will be directed to state agencies that administer VOCA-funded crime victim compensation programs, and an additional $47.5 million in formula funding will be directed to state agencies that administer VOCA-funded crime victim assistance programs. OVC will provide detailed guidance to the eligible state agencies on application and reporting requirements in the solicitations that are currently being developed.
Five million dollars of the $100 million will be directed to discretionary grant projects. That $5 million will be used to make awards under the currently open National Field-Generated Training, Technical Assistance and Demonstration Projects (NFG) competitive grant solicitation that is listed under current funding.
The NFG solicitation deadline has been extended to March 17, 2009. Please check back frequently for additional changes to the solicitation, including performance measurement and reporting requirements, the Catalog of Federal Domestic Assistance number, and statutory authorizing language.If you have completed an application for this NFG solicitation, please do not submit it without the changes that must be made as a result of the change in funding source.

OVC invites applications for State Victim Assistance Academy (SVAA) grants to develop SVAAs in states where one does not yet exist. Up to six first-year awards of $35,000 are available for this 3-year project. Apply by April 1, 2009.
OVC will award up to $2.5 million to federally recognized tribes and nonprofit tribal organizations to improve the capacity of existing tribal systems to handle child abuse cases. Apply by April 6, 2009.
OVC will award $500,000 to provide training and technical assistance to American Indian/Native American grantees who have received funding through the FY09 Children’s Justice Act (CJA) Partnerships for Indian Communities Discretionary Grant Program. Apply by April 6, 2009.
International Association of Chiefs of Police is seeking entries for the IACP/LogIn Excellence in Victim Services Award, which honors law enforcement agencies demonstrating excellence in innovative services to victims through victim-centered best practices. Check IACP's Web site for more information; entries are due by April 10, 2009.
