Wayne G. Leiss

Wayne Leiss was appointed Chief Information Officer of the OTS in October 2006 and Chief Financial Officer in July 2007. His responsibilities include all IT systems, infrastructure, services, security, telecommunications and records management, as well as accounting, procurement, strategic planning and financial management.

Leiss has served in the federal government for 26 years. From August 2005 until his appointment at OTS, he was Chief Information Officer of the Commodity Futures Trading Commission. From January 2004 to August 2005, he was Chief of the Federal Financial Systems Branch in the Office of Federal Financial Management at the Office of Management and Budget (OMB), where he had government-wide responsibility for financial systems architecture and policy. Before his term at OMB, Leiss managed the modernization of administrative systems at the Office of the Comptroller of the Currency (OCC). Prior to that, he managed the development of mission and analytical systems at the OCC.

Leiss started his government career at OMB, serving first in the Office of Information and Regulatory Affairs and then in the Office of Federal Procurement Policy. His private sector experience includes financial management consulting, starting and managing small businesses, and missile systems engineering.

Leiss earned an M.B.A. at Stanford University, an M.S. in Systems Engineering at UCLA and a B.S. in Aerospace Engineering at the University of Pittsburgh.
