Total compensation costs for civilian workers increased 0.5 percent, seasonally adjusted, from September to
December 2008. For the year ended December 2008, compensation costs rose 2.6 percent. The 12-month increase
for wages and salaries was 2.7 percent and the benefits increase was 2.2 percent.

In December, there were 2,275 mass layoff actions, involving
226,117 workers. Mass layoff events decreased by 58 over
the month, while initial claims increased slightly by 478.
Over the year, mass layoff events increased by 806, and
initial claims increased by 80,201. Layoff activity in
manufacturing rose for the fifth consecutive month.

In 2008, union members accounted for 12.4 percent of employed wage and salary workers, up from 12.1 percent a year earlier. The number of workers belonging to a union rose by 428,000 to 16.1 million. In 1983, the first year for which comparable union data are available, the union membership rate was 20.1 percent, and there were 17.7 million workers.
