The U.S. Department of Energy (DOE) is required by the Energy Policy and Conservation Act, as amended by section 136(c)(1) of the Energy Policy Act of 2005, to establish energy conservation standards for the following commercial refrigeration equipment manufactured on or after January 1, 2012: commercial ice-cream freezers; self-contained commercial refrigerators, commercial freezers, and commercial refrigerator-freezers without doors; and remote condensing commercial refrigerators, commercial freezers, and commercial refrigerator-freezers. (42 U.S.C. 6313(c)(4)(A))
DOE's Office of Energy Efficiency and Renewable Energy Building Technologies Program oversees the Appliances and Commercial Standards program, which develops equipment energy conservation standards and has overall responsibility for rulemaking activities for commercial refrigeration equipment in fulfillment of the law.
DOE published the final rule for the energy conservation standard rulemaking, 72 FR 1092 (January 9, 2009). The Department determined that energy conservation standards for commercial refrigeration equipment result in significant conservation of energy, are technologically feasible, and are economically justified.
