Background:

The ARB is authorized to adopt standards, rules and regulations to achieve the maximum degree of emission reduction possible from vehicular and other mobile sources in order to accomplish the attainment of the state ambient air quality standards at the earliest practicable date. The Health and Safety Code directed the Board, no later than January 1, 1992, to take whatever actions are necessary, cost-effective and technologically feasible in order to achieve by December 31, 2000, a reduction in reactive organic gases of at least 55 percent and at least a 15 percent reduction in the emissions of oxides of nitrogen from motor vehicles, and the maximum feasible reductions in particulate matter, carbon monoxide, and toxic air contaminants from vehicular sources. The ARB's fuels effort is made up of several components which broadly fall into two categories: (1) adopting and enforcing fuel specifications, and (2) controlling emissions from marketing and distributing fuels in California. The ARB also has developed a wide variety of general information about California refineries. For example, the ARB has compiled information on California refinery emergency response and outreach programs and has developed an assessment of refineries emissions related to the production of CaRFG2. ARB staff has also completed an assessment of air district civil penalties for violations air pollution control regulations at refineries, as well as, provided other information and links on California refineries. Fuels Specifications

Low Carbon Fuel Standard Executive Order S-1-07 calls for a Low Carbon Fuel Standard to reduce true carbon intensity of California's transportation fuels at least 10 percent by the year 2020. Read about the ARB's rulemaking effort here.

Alternative Fuels The ARB adopts standards for vehicular liquefied petroleum gas and other alternative fuels sold commercially in California for motor vehicle use and for fuel used in certification testing of new motor vehicles.

Reformulated Gasoline The use of this cleaner-burning fuel throughout California since the spring of 1996 has had a significant beneficial effect on California's air. We present here a series of publications, the regulations, an ongoing collection of meeting notices and other activities.
Diesel Fuel All diesel fuel sold in California must be pollution-cutting specifications established by the ARB to ensure that California diesel fuel is the cleanest-burning in the U.S.
Fuels Multimedia Evaluations State law requires multimedia evaluations and scientific peer reviews regarding any changes in California's motor vehicle fuel specifications.

 Fuels Enforcement Activity

Fuels Enforcement Programs The ARB enforces compliance with the motor vehicle fuels regulations. Samples of gasoline and diesel fuel are obtained from refineries, terminals and service stations, as well as bulk purchaser / consumer facilities and analyzed for all regulated properties.
Cargo Tank Vapor Recovery Certification Program This program helps maintain the integrity of cargo tanks used to haul gasoline. Owner / Operators of such tanks operating within California are required to have a vapor recovery system. They must file an application and undergo tests to receive an ARB certification and decal which is valid for one year. The regulation and application form are available on-line.
Fuel Distributor Registration We use this program in conjunction with special investigation and routine inspection activities in an attempt to prevent organized criminals from breaking fuels regulations.
Vapor Recovery Certification Programs The ARB evaluates and tests new and modified vapor recovery systems. These systems recover gasoline vapors generated while fueling vehicles in service stations in California. You will find executive orders, approval letters, links to stationary source test methods, and a list of agency contacts and equipment manufacturers.
