All proposals must be received by 4:00 p.m. (EST) on February 20, 2009. Please see Section L: Instructions, Conditions, and Notices to Offerors for Proposal Preparation Instructions and refer to Amendments 01 and 02, Attachment I – Questions and Responses, for further instruction pertaining to the preparation of proposals.
