C. EVERETT KOOP: I guess the greatest frustration in government is lack of communication with other segments of government that you really think you should be sitting down talking to. It seems silly for health people to be attacking the problems of smoking with their very best effort at the same time that agriculture is seeking a safe cigarette and paying price supports for tobacco.
