FOLLOW-UP OF THE MULTIMODAL TREATMENT STUDY OF CHILDREN WITH ATTENTION DEFICIT 
HYPERACTIVITY DISORDER

The NIMH proposes to issue solicitation No. NIMH-00-DS-0004 and intends to 
make sole source awards to continue an ongoing Multimodal Treatment Study of 
Children with Attention Deficit Hyperactivity Disorder (MTA).  The NIMH plans 
to award a five-year cost-reimbursement contract with a two-year option to 
each of the following clinical sites which make up the MTA Group:  NYU Child 
Study Center, New York, NY; Duke University Medical Center, Durham, NC; New 
York State Psychiatric Institute, New York, NY; University of California at 
Berkeley, Berkeley, CA; University of Pittsburgh, Western Psychiatric 
Institute and Clinic, Pittsburgh, PA; University of California at Irvine, 
Irvine, CA; and McGill University, Montreal Children’s Hospital, Montreal, 
Quebec, Canada.  The initial study was funded through Cooperative Agreements 
that were competitively awarded to the clinical sites indicated above.

A major gap in our knowledge of Attention Deficit Hyperactivity Disorder 
(ADHD) is the lack of adequate data on the long-term effects that ADHD 
treatments have on children.  The initial MTA study sample offers a unique 
opportunity to follow-up, over time, on children with ADHD who received 
different treatment modalities.  The follow-up study will explore the long-
term impact of treatment on variables such as incidence of psychopathology, 
substance use and abuse, antisocial behavior and academic achievement as well 
as the utilization of mental health and medical services.

The applicable statutory authority authorizing sole source procurement is 41 
USC 253(c)(1), as set forth in FAR 6.302-1.  Inherent duplication of cost to 
the Government and unacceptable delays in completing the study make 
competition unfeasible for this follow-up Phase.

Request for Proposal (RFP) No. NIMH-00-DS-0004 will be available on or about 
April 28, 2000, and the receipt date for proposals will be on or about June 
26, 2000.  The RFP may only be accessed electronically through the NIMH 
Contracts Page located at http://www.nimh.nih.gov/grants/indexcon.cfm.  
Interested persons may identify their interest and capability to respond to 
the requirement or submit proposals.  This notice of intent is not a request 
for competitive proposals.  However, all proposals received within forty-five 
days after date of publication of this announcement will be considered by the 
Government.  A determination by the Government not to compete with this 
proposed contract based upon responses to this notice is solely within the 
discretion of the Government.  Information received will normally be 
considered solely for the purpose of determining whether to conduct a 
competitive procurement.
