About ACS Journals & Usage-Based Pricing - Effective in 2008, the American Chemical Society (ACS) announced the implementation of a new pricing model for web subscriptions. Pricing plans were established for four library types: domestic academic, international academic, corporate, and government. Each plan assigns customers to specific tiers using criteria to ensure that like customers pay like amounts for their subscriptions. The model utilizes value-based metrics such as number of articles published, ISI impact factor, and total downloads (combined HTML and PDF) to establish prices for the online versions of each ACS journal. The usage for 2008 pricing is based on 2006 usage of all ACS journals at a particular site. One positive feature of this model is that while the more heavily used titles are priced higher, less heavily used titles go down in price. For NCI-Frederick, the five highest priced titles are: Journal of the ACS; Biochemistry and Journal of Medicinal Chemistry (tie); Journal of Organic Chemistry and Organic Letters (tie). While not an unreasonable method for calculating subscription costs, this model does present a challenge for future budgeting. We are most concerned about the lack of transparency of pricing information for the new model on the ACS website. In particular, the Tiers for usage ranges and pricing differences among the four library types are not apparent. Although ACS is among the first publishers to implement usage-based pricing for their web subscriptions, we do not expect they will be the last. Please note that all titles will continue to be available online from the Library's Online Journals list. Blocks on the shelf will indicate if a title is no longer received in print.
